Apr 8, 2021 #1 Is there any set in stone time standards with RRECS?The RRECS system computes the base hours for a rural route’s pay. Basis For Pay. According to the National Rural Letter Carriers Association’s (NRLCA) Guide for the RRECS System, “For rural routes, USPS uses standard route time to define the base hours used as the basis for carrier pay.I'm expecting to lose about 20 to 30 minutes a day on my drive time under RRECS Note that the RRECS system doesn't care about road conditions, or speed limits, or weather conditions, etc. All it considers is the interval distance between the elements (boxes, stop signs, so on).Scanner setup is the easiest to win and should easily break through some people's notion that standards are written in stone. Then attack 86 PPM. Each and every time we have have a manual count, the PO has taken more and more away from us. And, while RRECS is a pain in the rear, the carrier can get credit for a lot they couldn't before.The old box credit was either 1.82 or 2 minutes per box/week. Any bundle system is a loss. We still don't know if we'll only get the RRECS credit for boxes served daily or box total. The tray retrieval at most is 1.8073 from rear door, first tray. Then additional trays receive less credit.

The current incarnation of the evaluation system is a catch-22. 1) Not making eval: why are you so slow, work faster! 2) Beating eval: the standards are too lax, need to tighten them up. This *should* be fixed by RRECS. Rrecs is simply a more accurate method of determining a routes evaluation because it uses every days numbers and not a 2 week manipulated snapshot. The time standards are much more in our favor as well. ( I realize time standards are debatable and it’s been discussed ad nauseam here).I'm my opinion the rrecs evaluation is a million times fairer than the old way. ... Management just made an announcement that this coming Monday, no one is allowed to case any DPS it must be taken on the side to the street. I strongly disagree, Rrecs is not better than the old system. For these reason, you have no access or verification of the data used, unrealistic time standards for DPS and mail. The USPS can cheat way more with this by fudging the numbers or inaccurately maintaining data than with the old mail count. YES, REECS WILL BE DELAYED AGAIN!

Under RRECS, if you add new territory, you don't see an increase in your evaluation until you have a 6/12 month history. So basically this means that RRECS implies that any new route should be paid $0 for 6 months, 50% for the next 6 months, and then 100% after there is a full history to be paid on.
